External SEO usually comes down to building a specific structure for incoming links to a new site. In principle, this is the very promotion of a new portal and external optimization has nothing to do with creating a site. The very same SEO-optimization is divided into the web scraping, after the first one, the Internet portal gets into the TOP, and after the second - in the "ban" of search engines. It should be noted that "white" optimization is a rather lengthy and laborious process, in which the cost of the optimization itself can be several times higher than the material costs for WEB-development of the site itself.
